Abu Dhabi tightens rules on issuing traffic permits to boost road safety

ITC in Abu Dhabi is introducing stricter controls on traffic permits, strengthening compliance, emergency work protocols and penalties to improve road safety.

The Integrated Transport Centre (ITC) in Abu Dhabi has begun implementing changes to the implementation regulations on detours, introducing stricter permit checks and enhanced enforcement measures to improve road safety and traffic management across the emirate.

The updated regulations revise several definitions relating to transport permits and certificates of non-objection (NOC) in order to improve the clarity of procedures and facilitate their application. Under these changes, all transport permits are now strictly non-transferable, and any attempt to transfer the permit to a third party leads to its invalidity.

The new framework allows emergency works to be started without prior approval, provided that all road safety requirements are met and the ITC is informed of this in advance. If emergency works last longer than 12 hours, permit holders are required to submit a formal permit application within 24 hours.

The ITC also gained wider power to temporarily suspend the issuing of traffic permits if necessary, based on conditions on the ground, level of risk to road users or failure to comply with approved procedures.

Update of the Fines and Misdemeanors Handbook

In addition, the Center may refuse to renew or revoke an existing permit if the holders fail to meet the stipulated requirements, violate the approved deadlines, or repeatedly commit administrative offenses specified in the list of violations and fines.

As part of these changes, the ITC updated the Handbook on Infractions and Fines to reflect current requirements and ensure compliance by suppliers, while removing any previous provisions that conflict with the new rules.

The center said the changes follow a series of specialized workshops and training programs for contractors, consultants and relevant stakeholders, aimed at ensuring readiness and proper implementation of traffic diversion requirements in accordance with approved safety standards.

The ITC will continue to issue traffic diversion permits through its electronic platform, which allows interested parties to register, file and track applications online. The authority will also continue inspection campaigns and field visits to monitor compliance, with fines imposed on violators to protect road users, on-site staff and public infrastructure.

These changes are part of ITC's broader efforts to improve mobility management and strengthen safety standards in the context of the continued expansion of Abu Dhabi's transportation network.
